As the NCIS team investigates Melinda’s connection to Carla, Parker identifies the father of her baby as Carla’s son, who died 20 years ago, while she was still pregnant. Parker reveals that he had originally chased after the Kansas City Mob during his time in the FBI, where he even had a special task force dedicated to catching Carla. However, even though they came close a few times, Carla always managed to escape after a confidential informant conveniently died.
Parker promises to keep an eye on her and puts up her mug shot in his office, hinting that his pursuit of justice against Carla is not over yet.
Carla manages to escape in NCIS season 22, episode 6 as well, as one of Carla’s crew members takes the fall for the crimes surrounding Melinda’s case. While the MCRT is shocked that Carla is walking off, Parker is used to it by now.
